Generally, the police will not force a 16 year old child to visit when the child resists.
To ease your mind, you could go back to court, and modify the current order, that way you will not be accused of stopping the visitation.

if the question arises as to how the child is to be shared the court shall consider the desires of the child aged 16. A parent cannot actively withhold a child from the other parent and/or coerce the child to refuse to comply with court orders but is not required to hog tie the child and deliver a 16 yr old. if the child is refusing contact you may want to discover the reasons by arranging therapeautic assistance for the 16 y/o. Also, you may want to change the court order which process will allow the child to state his or her preferences to the judge deciding the issue. Most judges are smart enough to know if the child is not going to obey parents, child will probably not obey the court either.
You need to get a court order modifying visitation so that your ex does not threaten you with contempt of court. The court needs to consider the wishes of your 16 year old when making orders. However, before you go to court you might want to see if you can get your ex to agree to a stipulation and order that your 16 year shall live with you and shall decide when they do and don't want to visit.
