Landlord interfering with / stealing my mail.

On 9/21 I had contacted the police at 9:30pm to complain about the downstairs tenants playing their new tv so loud my apt was literally shaking. I ignored it from 5pm when I got home, but 9:30 was my limit. I live on the 2nd floor. My landlord was mad that I had complained. On 9/26 my landlord who has a business on the property, in retaliation, approached my mail carrier while a package was being left at my door. My landlord fraudulantly told the carrier that he was the property owner and the recipient of Apt 2 mail. The landlord then took possession of my package and held it for two days before bringing it to the post office and telling them that I had moved and left no forwarding address. Can I legally withhold my rent to find another place now based on these situations? I am mnth-mnth

I don't know if that is enough to break your lease. However, you can report the matter to the US Postal Police. They may investigate by speaking with your mail man. It is a federal offense to interfere with the mail. Speak to a landlord-tenant lawyer about the lease issue.
