I am an F1 student who came to the US and is now an overstay after the end of my OPT period. I havent worked since the end of my OPT. I want to know if I can apply for the Diversity Lottery and should I get it, will I be able to change status regardless of whether I am in the US till then or not?

If you win the DV lottery while in the U.S. and you plan to adjust status, you must be in valid immigration status to do so.

If you are not in valid immigration status, you will be unable to adjust status is the US and would need to process abroad. If you have 180 days or more of unlawful presence, processing abroad will also not be possible. You should retain an experienced immigration lawyer, whether myself or one of my colleagues, to review all the facts, advise you, and handle the case.

Anyone can apply. Whether you can get a Green Card is another story.
