We are Currently renting a house and the garbage disposal broke and we had to call the land lord who sent a repair person, after he got the bill for the repairs he sent us a bill to pay half of the repair cost because there was a spoon on the disposal. Does he have the right to charge us. If not who do I need to report this greedy landlord? I am in WA state, and i think this land lord is so stingy that he instruct repair man just to do the minimun, he does not want to spend money on his rental property. Does he have the right to charge us?

If I were the landlord, I would send the full repair bill to a tenant who put a spoon into a garbage disposal. The disposal is made to grind a reasonable amount of soft food material. I doubt that any garbage disposal can handle a spoon. I have accidentally put a metal spoon into a garbage disposal before. The noise is quite distinctive. When a user hears the disposal making unusual sounds, the user should stop the disposal right away and check what is block the disposal. The landlord is required by law to keep the rental property to at least a certain level. You can review Chapter 59.18 RCW (Residential landlord-tenant act) to see what the law requires of the landlord and tenant. The statutes are at http://apps.leg.wa.gov/RCW/default.aspx?cite=59.18 . Your lease may have additional provisions as long as those provisions are not prohibited by the RLTA.
