It seems that they can, but hopefully an education attorney will happen along presently. Though a receiving and losing school district could agree to allow a newly moved student to attend school in the old district, it wouldn't be the normal course, and the receiving district would have to pay the old district for that time.

I am not aware of a state or federal law that prohibits a school district from reassigning a student if the student's family moves. It looks like you live in Saugus, though, and Saugus does have a local education policy that might help you out. According to Saugus School District policy JCA, "students will be required to attend school in the attendance area in which they reside, unless the Superintendent has granted special permission." One of the reasons listed for granting special permission is "If the legal residence of a child changes from one attendance area to another during the school year and the parents wish the child to remain in his former
school; permission will not extend beyond the current school year." Such special permission appears to be at the discretion of the superintendent. So, you should probably take a good look at policy JCA, and then contact the superintendent to request such special permission.
Moves within the same town are governed by the policies of the local school committee. You could ask the Saugus school dept for a copy of the policy or find it online. If you moved during the summer and put your kids in a school for your old neighborhood, any provision that might say they can're force you to change wouldn't apply.
Have you contacted the Superintendent to request Special Permission for your daughters to remain in their school? It is not unheard of for a school district to simply allow a child to remain in the school to finish out the year. Include pictures of your happy kids participating in a school activity at their school in your request.
I believe that I have your school district policy based on the location of your posting. I would attempt the non-confrontational route until you encounter push - back.
Here is the relevant policy.

Good luck and do post back if this does not work.

The other attorneys who answered this question provided very sound advice. I will add that even in the area of children receiving special education services, there is no guaranteed right to attend a particular school within one school district, as long as the "new" school within the district maintains a program which matches the child's Individualized Education Program (IEP). If your daughters are on IEP's and you feel the move would endanger the provision of services, you may be able to keep the children in their current school.
