More information is needed to understand why exactly the application by her daughter was denied. If your mother-in-law entered the US with a visa, yes, her US citizen husband may also apply for her. Consult an immigration attorney on this.

Assuming that your father-in-law is permanent resident, he can apply to become a U. S. Citizen and file a family petition and adjustment of status application for his spouse. Assuming that the ONLY reason for denial of your mother-in-law's application for adjustment was under public charge grounds, then she may be able to re-file for adjustment of status and providing affidavits of support from other joint sponsors.

It depends on the reasons for the denial. You should retain an experienced immigration lawyer, whether myself or one of my colleagues, to review all the facts, advise you, and handle the case.
