How do I get an alias summons to someone out of state if they just avoided the first one?

I have a past tenant that fell a few months behind on her rent and finally moved out of my unit and out of the state. I tried having her served by an officer several months ago and was told all three attempts were unsuccessful. I have been in contact with her and know she is at that address and believe she may have avoided the door since the house she is staying at is being foreclosed on. Is there a time limit on filing an alias summons and is it my only option at this point? Is all of this worth it if she doesn't have a job and likely no way to pay me back at this time?
