Being denied the Global Entry/Sentri pass and writing an appeal to the Ombudsman?

I have been denied three times in the past two years when applying for the Global Entry/Sentri pass due to my Ex-Husband being a convicted felon and also being deported twice already. When I first applied for the pass we were still married due to me not knowing his location to obtain a divorce so they denied me, I requested an interview and at that time was told due to me being married to a felon I would never be allowed to obtain the pass while still married. Now more then one year divorced I applied again and was denied AGAIN. This time they would not give me an interview and instructed me to the write the Ombudsman. My question is: How long should it take to hear something and what are the odds of the decision being overturned? It has been more then a month since writing?

I would give the Obudsman about 60 days before I started contacting them.
