Only if the tenant doesn't go. To force them out requires a court order

The landlord cannot simply change the locks. If the tenant does not leave, the landlord has to go through the legal eviction process, called summary process in Connecticut. The Landlord actually has to have a notice to quit served on the tenant, which is the landlord's unequivocal statement that he/she wants to terminate the lease for non-payment of rent. Even after the notice to quit is served, the tenant does not have to leave until the landlord commences the summary process action in court and gets a court judgment saying the tenant has to leave.
