police were notified that tenant came home to find locks changed without permission tenant now has to call locksmith to have lock broken into in order to get into home is owner responsible to pay locksmith or is the tenant? and is this legal or illegel for the owner to do even though tenant agree to leave premises on a later date agreed on

This is a lockout and the landlord is liable for damages

It is illegal for a landlord to lock a tenant out of rented property. The landlord has to go through the legal process of serving a notice to quit and then commencing an eviction action in court. The landlord should provide the tenant with a key and the landlord is potentially liable for damages due to the illegal lockout.
