You cannot drive during your suspension for any reason. It would be an indictable crime to do so and you would be subject to a period of mandatory incarceration of 6 mos to 3 1/2 years in county jail. Your only option is to fight the charges. You should consult with an attorney and determine whether there are possible defenses.
Any suspension period means you cannot drive. More information is needed as to when the first two dwi convictions took place and whether you had legal counsel representing you during these hearings because this could lessen your sentence. Please seek legal consultation before preceding.
A conviction means a 10 year suspension, unless your second conviction was more than 10 years ago or there is some way to revisit your first conviction. There is no conditional or work license in NJ. A suspension means no driving. Period.

More information is needed. Community service will not reduce any of the mandatory 180 days county jail time on a 3rd offense, only in-patient rehab may reduce up to 90 days. There is no driving on the 10 year suspension and then none without an interlock for the additional period. The language of the statute concerning the interlock during suspensions was mistakenly added in the event condtional licenses were allowed but NJ does not allow conditional licenses at this time.
Although that would make a lot of sense, you cannot drive any vehicle at all in NJ for ten years. The ignition interlock comes after that suspension period. You are also looking at 180 days in county jail for it, too.
