Unfortunately, the law does not protect against a bad boss. Absent a contract for a term of employment, the employment-at-will rule controls, which means the employer can terminate at any time for any reason (so long as it is not an unlawful reason) just as the employee can quit at any time for any reason. Because the employer can terminate at will, it can do anything short of termination as well -- such as make the workplace a very bad place to work.
Despite the above general rule, some limitations might apply. If the actions of the boss is actually threatening to the safety of the employees, a complaint to OSHA (or the state equivalent) could be made. It is illegal to retaliate against an employee for a safety complaint, whether formally submitted to OSHA or just expressed to the employer. Also, if the conduct of the boss includes discriminatory elements, such as racial or sexist comments, or is directed only at members of a particular racial, gender, or other protected group, the conduct may constitute discrimination.
