You are allowed to ask her for documentation proving that the dog is a service animal (doctor's letter, etc) and if she provides such proof you cannot deny her the dog. If the dog is a service dog you cannot charge a pet deposit or pet rent. You may want to speak with a local attorney to make sure you are abiding by all applicable laws.
