We are wondering whether immigrants from female genital mutilation practicing countries are informed?

Are immigrants from countries like Somalia made aware of the laws against female circumcision and what will happen to them if they attempt to perform in this country or take a child back to be circumcised and then return?

I think this really depends on each family on a family by family basis.

I do not know of any mechanism to inform such immigrants. Generally laws are not specifically brought to anyone's attention. But I feel sure that the immigrant communities from those countries that do practice FGM are well aware that it is illegal here in the U.S. Certainly the medical profession is so aware. A few years ago here in Georgia an Ethiopian man was convicted of allowing the FGM of his daughter. It apparently is still done underground by traditional practitioners. That case was well publicized nationally. But that is the only conviction of which I am aware. Clitoral unhooding was recommended by doctors in this country in the 1950s. I know of at least one woman who underwent a clitoridectomy at the age of 5!! Today FGM is generally only legal in the U.S. if the woman is of age and consents. Unfortunately a number of adult women are now having it done. It is based on a misunderstanding of the structure of the clitoris. The inner lining of the clitoral prepuce is actually important to sexual functioning.
