I have a warrant for a traffic violation. I am moving to Kansas. Will I be able to get a new license through that state if I am making payment arrangements towards my warrant in Houston

As long as you are staying current with your payments then yes. You need to make sure your DPS records say that you are eligible for a Drivers' License. But if you stop your payments then they can revoke your DL and they will contact Kansas and do the same there.
