Mechanics lien

Someone filed a mechanics lien against my house. This person did not do any work for me. I want to serve him with a notice to commence suit. The law says that the sheriff can serve the notice by using certified mail. My question is, do I have to use a sheriff or can I just use certified mail to serve that person? Thanks.

R.C. 1311.11 says that the sheriff must send the certified mail, you cannot do it yourself.
