Can an officer change his mind about citing someone? also can he cite someone for following his directions?

my mother received a ticket today for blocking an intersection. there is a posted sign that says to not block the intersection. she had stopped before the intersection. the cop was leaving a business parking lot which enters directly into the intersection. he waved for her to move so she pulled up. there was a car behind her. she pulled up and he pulled in behind her and flashed his lights. after taking her license he returned saying he was not going to give her a ticket. then because she took her license back before he was ready to let it go he demanded she return it and ticketed her for blocking the intersection. then after she signed the ticket he yanked it out of her hand and threw her license onto the dash where it slid into the defrost vent. she filed a complaint.
