Can a California landlord block the walkway to the trash dumpster requiring Tennant's to walk in the street?

This is a multi unit apartment. Landlord occupies a "main house" in the front. Path to dumpster crosses through his "yard". He has put up barricades and posted a notice on everybodys door. There is no sidewalk. The street is not just inconvenient, it is also dangerous.
