If you've been possessing someone else's property and paying taxes on that same property for 38 years, you may have a great claim of adverse possession. You need to get the assistance of a real estate lawyer who can not only help you with this tax issue, but also potentially assist in getting you ownership to the property you now occupy.
If I were you, I would hire a very experienced attorney who is board certified in real estate law by the Texas Board of Legal Specialization. You have some heavy lifting to do.
Hopefully this can be cured by a corrective instrument of some sort. Title insurance may also be important. You will definitely need to speak with an attorney.
