We have had our washer and dryer in the basement since we lived here for the past 4 years. Now the person that lives downstairs is locking us out from using our washer and dryer that they are also using. How can this be resolved legally? He refuses us to be able to use it. There is a separate entrance from his apartment but he uses the bathroom and kitchen where they are located. What can we do?
