If I ignore the mailed citation and a process server delivers the citation themselves, shouldn't they also be required to obtain a signature from someone that they left the citation with?

No it is not required. You will have to answer the citation.

Normally the point of having to use a process server is that the person is being uncooperative and will not otherwise accept service.
