I won my unemployment case via phone hearing & ER is now suing me and the Dept of labor- Can I counter-sue for mental stress?

I am literally about to have a nervous breakdown- I am looking for employment daily and need a job- I just got paid for the employers portion (which I was initially denied) and am barely getting by. I just received a summons from the employer who is stating that the decision was erroneous and should be reversed- I know I would have to pay back the money I just received and I cannot afford that! I just used it to pay bills- plus I already have medical issues for which I am now paying $600+ a month just for insurance and I pay roughly $100 in Dr. appointments and meds per month. I am still out of a job after 3 months, used that money to get caught back up on bills, (which is stressful enough!) and now they want me to pay it back?? Can I counter-sue for undue mental pain and suffering?

No. Employer is just exercising its right to Appeal the decision, the same right you would have had if hte decision went against you.
