Can I still order a Tax Return Transcript for my I-864 filing?

I am LPR.
I just started working this year and have not received any W2 since its not yet end of the year.
I will order tax return transcript but my worry is can IRS still produce a Tax return transcript having my scenario above?

You can only order a trancript for a return that has been filed.
You will not be able to obtain a Tax Transcript until after the close of this calendar year and your employer has issued a Form W-2 to you and reported that information to the IRS. As of now, the best you can do is to estimate your likely W-2 income for 2013 on Form I-864 by extrapolating that figure from your pay stubs. Good luck!
As the previous attorneys have said, you cannot order your tax return transcript (or an income transcript) for 2013 because it is still 2013. Assuming you file your returns before the April 15, 2014 deadline, you will have to wait until mid 2014 before the tax transcripts will be available.
From your question, I suspect you want to prove to USCIS your income sources for your I-864 application. If that is the case, you can use your existing paystubs to prove that you exceed the federal poverty guidelines. However, USCIS officials want to look at the last six months of your pay stubs. If you have sufficient assets, then you can report your assets to meet the asset requirement.
Finally, I highly recommend meeting an immigration attorney in your area. I understand you are researching this issue or do not want to spend a lot of money for an attorney. However, if the adjustment of status application is done incorrectly, this may result in delays in the adjustment of status application. If the person you are sponsoring is in the US, a faulty application could result in a removal/deportation proceeding where options will be more limited. Also, I can assure you that immigration attorneys will charge a LOT more for a removal defense case.
