Does 316.646 no insurance require a mandatory court appearance? I received a ticket with a court date not a fine?

Does this still qualify to bring in proof of insurance for the vehicle at the time of the citation?

Depends on the jurisdiction. Some clerks won't let you pay a fine although it's a payable infraction. They want proof or you have to appear in court or hire a ticket lawyer to handle it for you on the cheap.
The Uniform Traffic Citation which you should received will have a portion that would state or have checked off if a court appearance is required. Look towards the bottom of your citation.
If you have a court date then its not a ticket you can just pay. Hire a traffic ticket attorney to handle this for you. An attorney may be able to get this dismissed and you may not need to go to court. If you do not get an attorney then GO to your court date and bring proof of having insurance.
