HOA Fined Me: I did not receive due process, what to do now?

I was sent a c&d to stop running a "party business" in my condo. I was not doing such a thing. However, I am an Internet marketer and created a website for my condo to archive parties such as my birthday. The BOD found and did not approve of it, even though there is no commercial language within.
They sent another notice claiming I was running a business again, and I requested a hearing. I didn't receive my hearing for 2 months. I attended the hearing, denied all claims, and was told to expect a decision letter. NRS due process law states that they have 20 days to send me a decision letter; it took their lawyer 30 days and they want $1500. How do I go about this now that they missed the deadline? I fully deny these claims and am willing to go to small claims if need be.
