which party can I inquire about suing if I went to a local Walmart and loaded money on a Rushcard sending it through to moneygram and the cashier entered incorrect card number and the incorrect receiver got money and took it off. Now all parties say there is nothing can be done.

Walmart and the incorrect party if they should have known that they were not entitled to the funds and the source of the funds. It would be a crime, in North Carolina, to take property of another if the other person was readily identifiable and the person knew they were not the intended recipient.
