You can sue anyone for doing 10% of the work that you have 100% paid for. Licensed simply means that you have one more place to complain -- the licensing agency. They might not be able to get you money but they will be able to stop other people from being victimized. Bonded is better for you -- bonded means that an insurance company has issued a guarantee that they will do what they said. You have to comply with the bonding company's rules for making a claim. And the bond may not be sufficient to pay for your damages -- especially if the person has ripped off other people, too. Most folks can be helped by any general practice attorney.

I agree a general practice attorney, or if this is construction as it sounds, then possibly a construction litigator. As your state has a licensing agency, it may have an office that facilitates resolving disputes with contractors and may also look at disciplining the person, including possibly pulling his license if he is doing these kinds of things.

You should consider filing a Complaint for Civil Damages based on a claim for Breach of Contract. Your damages are equal to whatever you paid them, less the value of the work performed. You should consider hiring an attorney who has experience in the area of Contract Litigation.
