Can extrinsic evidence be introduced with an opposition to a motion to compel discovery?

I have made privacy objections and the other party is going well beyond the position they took both in the pleadings and pre litigation. I want to introduce a letter from the other party's attorney show the material they are requesting is not relevant to the subject matter of the litigation.

There is nothing to stop you from attaching that letter to your declaration in opposition to the motion to compel. However, it may or may not be relevant. Its possible that the opposing counsel's attorney reasonably believed that the requested documents were not relevant before the lawsuit was filed, but changed his or her mind as the case progressed.
